Application for Boundary Confirmation

This application is to be filed when an owner of land adjacent to a city street or watercourse, who intends to build a house or structure or sell or subdivide the land, needs to clarify the boundary with the city street or watercourse and requests the city to be present.

  • Required Documents for Application
  • Directions: Residential map, etc. (showing the location of the application site)
  • Public maps provided by the Legal Affairs Bureau: Public maps of the side of the application site and the opposite side of the application site
  • List of landowners: owners of adjacent and opposing lands, including the application site, City streets and waterways
  • Acreage survey map: Acreage survey map of the land of application and adjacent land

  • Please affix your personal seal to the boundary confirmation application form to confirm the applicant’s intent

  • For boundary confirmation applications, the person registered in the land registry is the applicant.

  • However, in the following cases, the applicant will be the person specified in each item.

    1. If the land to be applied for is co-owned, all co-owners

    2. If the landowner is a corporation, the representative of the corporation

    3. If the landowner is deceased, all heirs.

  • If the application is made by an agent (land and house surveyor or surveyor), please indicate the name of the surveyor (surveyor’s name) and affix his/her official seal (company seal).

Application for permission under Article 53 of the City Planning Act

Permission under Article 53 of the City Planning Act is required to construct a building in the area of city planning facilities (city planning roads, city planning parks, etc.) or in the execution area of an urban development project.

Application for certification of conformity of an act in a landscape planning area

When applying for certification of a superior long-term housing construction plan under the "Act on Promoting the Spread of Long-Term Superior Housing," the building must conform to the living environment standards.

workers' housing loan program

This is a housing loan program for workers who need funds to build, expand, repair, or purchase a new residence or to acquire a housing site in the city.

The maximum secured loan amount is 10 million yen (repayment period up to 25 years), and the maximum unsecured loan amount is 5 million yen (repayment period up to 10 years). Garbage

When disposing of garbage, please check the “Garbage Calendar” distributed to each household to confirm the collection days in your area, and dispose of garbage in the designated manner at the designated collection point in each area by 8:00 a.m. on the collection day. If you do not have a “Garbage Calendar” at hand, please ask at the Sanitation Division or the Regional Development Division of the Yoshida, Otaki, or Arakawa General Branch Offices. Disposal of Fire Waste

The time to start waste disposal of burned houses and household goods is when the investigation conducted by the fire department and the police is completed.

  • Procedures

  • If you wish to bring your waste to the Chichibu Wide-Area Municipalities Association’s waste treatment facilities (Chichibu Clean Center and Chichibu Environmental Sanitation Center), please submit an application for waste treatment fee reduction or exemption to the Sanitation Section or the Regional Promotion Section of the Yoshida, Otaki or Arakawa General Branch Office.

  • At the site of the disaster, guidance will be provided regarding the separation of materials to be brought in, so please have the owner and the demolition/transportation contractor present.

  • Make sure that the fire is completely extinguished at least 48 hours after the fire is extinguished.

  • Only damaged general houses and household goods will be accepted, but not stores, offices, factories, etc.

  • Even if the waste is affected by the disaster, we will not accept any waste that is difficult to dispose of properly, etc. (propane gas pumps, tires, fire extinguishers, paint, pesticides, etc.)

  • Four items subject to the Home Appliance Recycling Law (TVs, air conditioners, refrigerators/freezers, and washing machines/clothes dryers) can also be accepted, but please purchase a home appliance recycling ticket at the post office and bring it in without affixing it. (In case of burn damage, the staff will instruct you when you attend.) If you have a home appliance store with which you do business, please consult with them in advance.

  • Foundations, foundation concrete, roof tiles, earth, sand, etc. are not acceptable.

Dog registration and rabies shots

  • Dog registration is the duty of the owner.

If you start an unregistered dog, you are required by law to register it within 30 days from the date you start keeping the dog (or the date it is 90 days old if you start keeping a dog that is not 90 days old). Even indoor dogs must be registered and injected.

　Applications for registration are accepted at the Community Health Division and the Regional Development Division of the Yoshida, Otaki, and Arakawa General Branches. Upon registration, a dog tag will be issued. This tag must be attached to the dog's collar. If the tag is lost or stolen, it will be reissued.

  • Those who moved in from outside Chichibu City

Please bring your dog tags from your previous address to the Community Health Division or the Regional Development Division of the Yoshida, Otaki, or Arakawa General Branch Office for the procedure. We will exchange the tag of your previous address with that of Chichibu City. If you have lost your dog tags, please bring the notice of group injections or something that shows that you were registered in your previous location.

  • What is rabies?

Rabies is an infectious disease that affects all mammals, including humans. Currently, there is no cure for rabies, and it is a dreaded infectious disease that causes death in nearly 100% of cases. In most cases, the virus is transmitted by the bite of a rabies-infected dog, which enters the body through the wound with saliva. For this reason, Japan's Rabies Prevention Law, enacted in 1950, requires all dogs 91 days of age or older to receive an annual rabies shot.

Those who have already registered their dogs will be notified of the schedule by postcard. Please bring the postcard to your nearest vaccination center. Dogs that have not been registered can also have their shots at the same time as the registration procedure. You can take the shots at any of the injection sites during the period.

　If you are unable to go to the injection site, you can also take the shots at any the injection sites during the period. In this case, you can receive the injection certificate at any veterinary hospital in Chichibu city (except for a few).　　

　If you visit a veterinary clinic outside of Chichibu City, please bring the rabies vaccination certificate issued by the veterinarian to the Community Health Division or the Regional Development Division of the Yoshida, Otaki, and Arakawa General Branches.

*The injection fee for a group shot may differ if you receive the shot at a veterinary clinic.

When receiving the group injection, please have someone who can control the dog come with a leash (lead).

  • Other Notifications

　　

Various notifications are required when there is a change in registration details, such as a change of address or the death of a dog. If notification is not made, the registration details will not be changed, and you may not receive notices of group injections, or you may receive notices even after the death of your dog.

with the breed, sex, age, and date and time of the place where the dog disappeared. Sometimes, dogs are protected as stray dogs at the public health center. If your dog has a dog tag, you can contact the owner immediately.

Rules for Owning Dogs

When you keep a dog, understand its habits, physiology, ecology, etc., and keep it with love. You are responsible for keeping your dog until the end of its life.

he most important thing in reducing waste is to generate as little waste as possible. If you still produce garbage, you should use it as it is or recycle it. Here are some concrete measures you can take at home to help reduce waste.

  • Buy only what you need and use it without waste

  • Use refillable products and returnable containers for detergents, seasonings, etc.

  • Avoid buying disposable products such as paper plates and towels.

  • Reuse clothing by remodeling and other creative ways

  • Repair home appliances and use them carefully.

  • Use unused items that can still be used at bazaars, recycle stores, flea markets, etc.

  • Compost food scraps and use them in vegetable gardens, etc.

  • Participate in waste collection by nurturing associations, etc.

  • Proactively use recycled products such as recycled toilet paper and recycled paper.

How do you dispose of used tempura oil at home? Do you use a coagulant to solidify the oil or use newspaper to absorb the oil and dispose of it as combustible garbage?
　　The city collects used tempura oil from households, school lunch kitchens, and daycare centers and sells it as a valuable resource for reuse or makes biodiesel fuel (BDF) to be used as fuel for official vehicles.
　　As of the end of March 2022, the cumulative total distance traveled by the six official vehicles that have been running on BDF is 628,000 km, equivalent to a distance of 15.7 times around the earth. In addition, three towable BDF generators have been installed to generate electricity from BDF.
　　Collecting used tempura oil and recycling it into BDF will reduce waste and the use of fossil fuels, leading to more efficient use of resources and the prevention of global warming.
　　Four neighboring towns (Kogano, Minano, Yokoze, and Nagatoro) are also implementing this initiative based on the Chichibu Settlement Metropolitan Area Concept.
　　It is very important to make effective use of limited resources with everyone's understanding in order to reduce waste and prevent global warming. We ask for your cooperation in collecting used tempura oil.

Odor Index Regulations under the Offensive Odor Control Law

As of October 1, 2006, the regulations under the Offensive Odor Control Law were changed from "substance concentration regulations" based on the concentration of specified offensive odor substances to "odor index regulations" that regulate the overall strength of odors based on the human sense of smell, and the new regulations came into effect.

How to apply for a cemetery in Sacred Park Cemetery

The Sacred Ground Park Management Office accepts approximately 100 applications for cemetery use each year. The current eligibility requirements for application are those who do not have a grave. Residents outside the city of Chichibu are also eligible to apply.
